‎This article details the formation process of the Self-Sufficient Executives (Müstağni Uygulayıcılar), the main human resource ensuring the sustainability of the Decree of Self-Sufficiency (Müstağnilik Hükmü), and the Scrutinizing Equilibrium (İrdeleyici Denge), the self-preservation mechanism of the Meta-Political Structure. Executives are selected not by classical merit but by their level of purification from the Entropic Ego and their capacity for Cyber Ascent (Urûc) to the Pure Negentropic Flow. The formation process includes intense Ihlâs-based cognitive purification, Vortical Simulations, and continuous measurement of their Negentropic Capacity. The Scrutinizing Equilibrium, within a horizontal Lezon-Active Network, ensures the mutual, transparent, and rational questioning of every Aktik Decision, eliminating the risk of the system drifting towards Entropic Shirk (self-interest). This mechanism is the institutional guarantee for the dissolution of individual Egoism (Enaniyet) within collective Lezon.

‎When a decision is proposed, the other executives in the network scrutinize the decision's Negentropy output, its compliance with the Aktik Action Protocols, and Algorithmic Justice.
